Missing AAX plugins

Okay, but where do I find the main Pro Tools installer?

You installed Pro Tools before? Hopefully you are not wasting time using Avid Link crapware.

All your current installers are in your Avid.com account, log in there, go to "My Products" , click the down arrow button to expand the relevant section and you'll see all the installers there. You may see other plugins installers (part of Avid Complete Plugin Bundle... if you are paying for that) but the core plugins being discussed are only in the Pro Tools installer bundle.

I installed Pro Tools Artist a few months ago. When I log in to my Avid account and go to "My Products," I have the option to download "Pro Tools 2022.12 Win (ZIP). I'm assuming this is the main installer. After downloading it, I extracted the files like you said. But inside the folder named "Protools," there is no folder named "ISSetup Prerequisites." I looked through all the folders, and I cannot find "Avid Effects Setup.exe" anywhere.

It's there, unfortunately it's a marked as a hidden file/folder that I had not noticed before... I'm not sure how anybody uses Windows with all the best parts hidden. You can change setting to show hidden folders. Type "Show Hidden Files" into the search field of the TaskBar and follow where it takes you.

You could always just rerun the main installer and it should launch the plugin installer. It's totally unclear why some folks have missing core plugins, rerunning that stand-alone plugin installer and seeing that it completes without any error or crashing/disappearing is maybe an interesting test.

You can also run that installer separately from the uncompressed installer folder It's at INSTALLER_ROOT\Pro Tools\ISSetup Prerequisites\Avid Effect\Avid Effects Setup.exe. You should not need to uninstall anything to just run that installer.
