Default ... delay a plug-in is causing?

When I set the meter view to "dly" all say 0, with the exception of the master fader which reads 1024.

Is this how to find out how much delay a plug-in is causing on a track?

And if so, I'm not really sure how/where to use the Time Adjuster plug.

Don't use the time adjuster at all as you probaly don't need it. As the only track showing any delay is the master fader, it doesn't matter as everything is going "thru" it. The plugin is to compensate for latency on some tracks caused by plugin processing delay. SOme plugins need time to get their job done which creates latency(makes the sound later than unprocessed tracks). Pitch shift, Autotune and certain "look ahead" compressors cause this, but many plugins don't so you don't need to worry. SOmewhere on the DUC there was a list posted of latency related to a few dozen popular plugins. Maybe a search will turn it up for you.
