Try to click on the output tab in the video track if is output as standard definition 480. If you control click that same output is offers you a list of compatible output resolutions to choose.

THAT WAS IT!!!! I played around with the video track playback video settings and got it.

Thank you Frank and Watagushu2013 for your insight and patience. You guys are so much smarter then Avid support. They told me it was a driver issue.

If i can take you hours of frustration, it's worth it.
This control click tip is great when you have a SD video and try to up convert to HD. Protools 11-12 interacts with your hardware directly so it can down convert or up convert it right from the video track.
