restored OS 10.12.6 can't see HDX cards

Pro tools 2018.12 Mac Pro 2017. OS 10.12.6. Processer 3.7 quad core, men 32 gb. 3 HDX cards, Sonnet chassis. Symphony IO Mk1, Also tried HD IO separately

I had to wipe my drive and restore to an older OS. I had made a carbon copy cloner boot drive of the Mac Pro that I can boot from and using that back up drive I am able to see and access my HDX cards and the IO but when I wiped the internal drive and restored it my back up I can start pro tools but it doesn't see the HDX cards. I have a digilink license and I have tried to run digitest. I don't have any authorizations on the computer. They are all on the ilok.
Any suggestions for what I can try and install, re install?

I had been successfully running big sur 11.4 on this computer with an S6L. I had to upgrade from 10.12.6 because it caused clocking issues.

Sum up. Bootable back up drive sees HDX cards. Internal drive created from back up does not.

Hmm, re-installing the HD driver would probably be my first step. Re-installing Pro Tools would be next, BUT(the great big BUT); is PT 2018.12 compatible with Big Sur? Which OS is on your external drive?
