trouble moving song start marker

When i hold down control & Shift to drag the red diamond song start marker, it seems to only move in quarter note increments, I tried changing the grid and nudge values but it has no effect. Any one know how i can move the song start marker where ever i want independently of anything else?

can anyone help with this? I still cannot figure out how to move this marker.

Is your edit window in grid mode? If so, try the other three modes.

Try Event > Time > Move Song Start

and see if that works for you. I also had the same behavior.
