Default HD Delay Compensation, pls clarify

I've always believed in keeping delay comp green and that's worked fine. But now I'm not sure I fully understand how it all fits together.

So. Question:

If I have a track who's delay comp is in the red, reading say 4000 samples (red).

And loads of other tracks with varying amounts of delay all 'in the green'

In a session of system delay 3000 samples (reported in setup/session).

Am I right in thinking that...
all my green tracks are fully delay compensated?
and the red track is out by 1000 samples?

Many thanks in advance for clearing up this fundamental thing that I should have had a handle on ages ago!!
Matt

That's how I understand it. To be sure you could print the 4000-samples-delayed-track to a new track and check, how much it is delayed.
