Default EZ Drummer Midi Velocity?

I have Protools 2020.9.1.

I am using EZ Drummer 2. I put down some hat notes and I wanted to use the velocity changer to randomize them a little. I group-selected those notes, right-clicked, went to Event Operations/Change Velocity, set the parameters to my liking. The apply button is blue, meaning it is ready to be clicked, but it won't let me click it. What is happening?
