Default 7.1 Encoding for Consumer Devices

I tend to like to QC my mixes on a home theater system and recently upgraded my mixing room to 7.1 (on my way to Atmos). Back in my 5.1 days, there was an open-source utility I'd encode an AC3 file using, then replace the soundtrack of an h264 file using Shutter Encoder, but I can't find a utility to do the same with a 7.1 PCM file (my home system won't playback a multi-channel PCM encoded video file).

Is anyone else doing this and if so, what's your process? Is this something the Atmos Production Suite can do? The feature list says yes, but is light on details. Any advice is appreciated.

The Dolby Atmos Production Suite (DAPS) can export an MP4 with encoded DD+JOC audio. That MP4 plays easily on consumer receivers. In theory, you could encode a mix of only a 7.1 bed and that would work fine. Lots of information on the Dolby forum about how to replace that video with your own, or mux an EC-3 file with your own video.
