Dock not working with wifi on

It also removes the dock from My Surfaces when the error message appears but says it's available to add. (See attached screen shot)

You have some very strange IP addresses set up. Please make sure everything is set to DHCP, not static addresses. Make sure that you power cycle EVERYTHING with an changes.

The Dock having a real IP 192.168.2.6, but the machine has a link local address on the NIC, 169.254.49.126, so it won't talk with the Dock

I've attached my ethernet settings on the Mac mini. It says self-assigned IP (pic attached).

Do I need to change the settings?

The Dock has an IP address that has come from a router. You claim that its not connected to a router. Its a mystery as to why then it has that IP address.

The Mac mini is connected directly to the switch and so is the dock.
