I saw the gorilla but it was too late. Hope the OP has it sorted. Big Sur has a lot of permission changes and you are prompted to allow access when Pro Tools installs on Big Sur. The M1 machine takes these permissions securities to the next level which 2021.3 is not written for yet specifically. While you may get lucky running the current version of PT on an M1 machine, it’s not going to be smooth 100% of the time.

Check that Protools has the necessary permissions to "files and folders" and "full disk access" in the "System Preferences\Security & Privacy\Privacy" tab. Hope that helps!
