It all depends on the interface, the level recorded into Pro Tools and the fader setting.
The faders are not calibrated in dBfs, only dB since the fader is used to scale the signal with positive, unity, or negative gain. If your interface has the ins and outs aligned alike, then recording a 1 KHz tone at +4 dBu would allow for +4 dBu output when the fader in Pro Tools is at unity, i.e 0. If you're using the internal signal generator to create a tone and you want it to be at +4 dBu on the output, then you need to know the aligment of the D/A converter on your interface. Check the specs of your interface and see where +4 dBu is aligned. If at -18 dBfs, then the fader in the signal generator plug-in should be at -18 dB, and all other channel faders in the signal path should be at 0.

Thanks for the response. I'm using an 002r and below is the link for the specks for the 002r, correct me if I am wrong but I don't see where it says what the alignment of the DA converter is or the AD for that matter.

scottedog is correct
Snipped from the 002R Getting Started Guide: Operating Levels and Headroom All Digi 002 and Digi 002 Rack audio inputs and outputs are set for 14 dB of headroom below 0 dB, or full code. This means at the nominal reference input level (+4 dBu or –10 dBV) you can have up to 14 dB of headroom before input or output clipping occurs. The maximum input and output of Digi 002 or Digi 002 Rack using balanced TRS cables on any of the +4 dBu, 1/4-inch connectors is +18 dBu (6.15 Vrms).
