Window layout not recalled on Big Sur

I think might've stumbled upon a bug. It doesn't seem to remember the window layout with Big Sur. I usually have my edit window on my first monitor and my mix on my 2nd. When I open a session, they're both on the main screen with the mix window under the edit.

It's odd because it remembers the window layout with some sessions and not others. I've been experimenting with moving the mix window back to the 2nd monitor and saving as well as "save as" under a different name and it opens with the mix under the edit. And yet another session seems to open with the window layout correct.
