Yeah, I know - I assumed he meant creating one in the Mac preferences and since Make Inactive / Make Active is on the Track menu, you should be able to. If the OP would simply refer to the Pro Tools Reference Manual, most of his questions would be answered.

Take this from someone who mucked around in System 6 Apple operating systems what the op wants would have been easy. But Apple has made it harder in what I would think is them protecting us from ourselves.

I don't know enough about Unix-based operating systems to do what the op wants to do but it should be possible.
