Unwanted scrubber tool

I am having some trouble with the scrubber tool appearing in place of the trimmer tool. It happens when I am using the smart tool, but if the cursor turns to a scrubber and I click just the trimmer tool, the cursor stays a scrubber. Makes it very difficult to make intricate edits. Any ideas?
