Default mute sends shortcut broken

My mute-sends-shortcut does not work.
Using 'shift+5' to Mute (or unmute) Sends F–J on selected tracks has no reaction.

'shift+4' and 'shift+q' work correct.

Any idea what might be the reason for that?

It only works intermittently on 12.6.1 for me too... same with disabling inserts. Sometimes works, sometimes doesn't.
