I want to upgrade from Pro Tools First 2020.9 to 2021.7 on a Windows 10 machine . Will my locally stored projects still ne available? Is there anything special I need to do? It appears files are stored in directory called Project Cache.

Welcome to forum. I understand First is severely limited? I'd get (paid) Pro Tools. Or try free-versions of StudioOne, Reaper, Audacity, or Ableton.
