If you completely remove it from your hard drive first then reinstall...I am sure you will. But if you are just reinstalling on top of your existing program.....then dont INSTALL the plug-ins when you are prompted at the begining of the install.
Does that make any sense??
Hope it helps I went through this problem as well.

You might have to REFORMAT your drive in order to have to authorize your plug-ins again.

If you are simply reinstalling Pro Tools (i.e. no formatting and reinstallation of everything), then you will not be prompted to reauthorize your plug-ins.

To make certain, you get fresh install, first trash the following items before running the PT installer from the CD-ROM:
from Hard Drive:
-------Digidesign folder
from System folder:
-------DAE Folder (remove any third party plug-ins and custom presets)
from Control Panels
-------Digi Control Panel
from Extensions folder:
-------DigiSystem INIT
-------Digidesign DSP Manager
-------Digidesign Stream Manager
From Preference folder:
-------DAE prefs
-------DigiSetup
-------ProTools preferences
