Default HD Stereo broadcast (Comcast) Phasing?

I've noticed on occassion that the stereo version (L-R analog out of my Comcast box) of some HD programing sounds like it's phasing. The HD (Dolby Digital 5.1) sounds fine. Any ideas of what would cause this? Does anyone know how Comcast (or the original broadcaster) derives their stereo mix? Is it seperate, or a downmix of the 5.1?
