I am running 2022.5 on similar system specs and am not seeing this behavior. Have you tried trashing prefs or reinstalling Pro Tools?

It has been acknowledged as a bug and is under “review and analysis”. Bug number PT-288144.

Import
  • Pro Tools Artist and Studio now default Import Session Data’s "Main Playlist Options" to the last used choice (PT-288144/PT-286435)
