Can't add a new card and buy subscription

I constantly get an error when trying to add a new bank card. Tried two different cards, but the result is the same.
Is there any advise which can help me to solve my problem?
I get an error message when trying to add a new card.
Couple of years ago I had a same problem, but later it solved itself but now few days already I cannot buy a new subscription.
