Default HDN PCIe firmware issue

I have a 2012 Mac Pro with an HDN PCIe card, running PT Ultimate 2020.12.0, with an Apogee Symphony/DA-16 i/o combo.
Everything works fine.

I'm trying to migrate this system to a Sonnet XMac Mini Server (thunderbolt 3) with a 2018 mini running Catalina. When everything is installed and I fire up the mini, I immediately get a "Pro Tools HD Native requires a firmware update" notice, but I am unable to get a firmware updater option once I launch Pro Tools and "select 'Pro Tools HD Native' in the playback engine". No firmware update window ever appears.
When I open a session and hit "Play", the "Stop" button lights up blue, and the "Play" button flashes, and the transport does not move. Switching to Aggregate in Playback Engine allows it to play, but gives me no inputs.

Also, the HDN card does not show up in either the Mac Audio/Midi setup or the "Sound" tab in System Preferences.

I've read about the NativeCardFlasher, which supposedly allows you to do the update, but I can't find it anywhere, and all the posts I've seen about it date to 2012 or earlier with PT10.

Does anyone have a solution?

The kernel extension may not be loading. Sometimes a PRAM reset is all that is required to kick it into life. There is also a bunch of Avid troubleshooting docs about it -

Thanks for the suggestions. Unfortunately, none of that worked. I still get the "HD Native firmware update required" message, but then I am given no way to update the firmware.
