Default PCI OVERLOADING

What are some of the causes that will let the PCI overload making it the RED in the System Usage Window?

My Specs:

P4 2.66Ghz
768 Ram
Win Me

I don't think it's too many plug-ins because it's been working fine but just started working wired lately.
