Close Pro Tools Control Panel issues
This is strange when I close the control panel the buffer defaults to 64 instead of staying at the buffer I chose. Any fix for this?

Is this on a Windows system?(see why details matter). If it IS, maybe Windows is trying to use the interface as the "Default Playback Device". On Windows systems, you should set Windows(in Sound Properties) to NOT use your interface as the default playback device(so windows doesn't control the settings of the interface)
