The fastest way for me is to install the dropbox app on both my computer and my phone, it will create a folder in both and anything you put in one will show up on the other, you just have to mark the ones on your phone as Available Offline so they are automatically downloaded/updated

If you have a PC you can just connect your adroiod phone with a usb cable and it should show up as drive in windows explorer.
Then you should be able to create folders on your android from your PC and copy the files over.

Another method i use: 1:attach phone via usb 2pen Windows Media Player 3:click on Sync tab 4: click through "select device" until you have your phone showing as the device at the top right(or the memory card on your phone if that's where you store your music files) 5:drag your mp3 into the "sync list" window 6:click "start sync" at the top. If the drag and drop doesn't work add step 0:move mp3 file to your "Music" library and then it should show up in WMP (WMP may need to be closed/reopened for it to show).Then just follow steps 1-4 and drag from the left pane to the right like any other song
