Default Loops from workspace drop in wrong place

Hi

On some sessions I have elastic loops from workspace landing 1 3/4 bars earlier than i select. Its like an offset somewhere and doesnt happen with non elasticated audio. Ive spotted it before on odd sessions
and doesnt happen when i open a new session. Importing data to a new session doesnt remove it and deleting all tracks from problem session also doesnt remove it. When i drag audio from workspace the hand appears to be heading for the right place and if I place it according to time and not visually it lands right

I suspect a bug but wondered if anyone has come across it or if im missing a setting
