Default cursor

lately, i've been noticing that when i highlight a region and attempt to drag it, the cursor for the grabbor tool is not a flat hand but it's more like a right hand with it's fingers curved as if it were holding a cup. I have the same effect if i have the super tools selected. This cursor does not allow me to drag.

I can't seem to find any info this cursor because i have no idea what's for.
