Default Can't crop/trim midi regions

It seems that on some sessions I can't crop regions even if there are no midi notes in the part of the region I'm trying to trim. I've also had an issue where clicking on an audio region will not fully select that region and it won't turn it's highlighted cilor unless I shift+click. Are these known bugs or possible somehow related to my system?
