Default PT LE 8 - Midi driver not loading?

In about 50% of my PT LE 8 startups I have to restart due to the midi output channels not being available - they are greyed out. The problem always corrects itself on a restart.

I had precisely the same issue on PT 6.4 for Windows.

Is it a known bug? Is there a solution?
