Wouldn't specifying that PT run under Rosetta solve this problem? Most of the plugin companies seem to be up to date on the silicon thing at this point.

Rosetta will cause the Intel part of universal plugins to run, and the Intel part of Pro Tools, and allow the Intel only plugins to run, but then *everything* is slowed down by the Rosetta emulation, and lacking any extra Apple Silicon tuning plugin vendors might have done. You likely want to avoid this if possible, which means going through all your plugins and finding any that do not natively support Apple silicon and making a decision to find an alternative plugin or if not possible sticking with Rosetta. Rosetta will eventually go away so if you are using plugins from dead vendors, or walking dead vendors, it may be worth trying to get off them now. You need to look at this with the PT Prefs plugin reports, to see exactly what you have, don't rely on vendor marketing claims, e.g. in worst cases "Apple silicon compatible" for example may not mean actual Apple silicon native code support, just the plugin can be run under Rosetta.
