Default Timecode chase problem

I am trying to generate timecode from 1 of my ProTools systems via SYNC I/O to a second ProTools system to chase. The problem is this, the system that is slaving to timecode is not consistent in the amount of time it takes to chase. It will lock up pretty fast for about 75% of the time, but for the other 25%, it takes anywhere from 5 to 10 seconds before it locks. Both systems are setup the same:
Mac G5 2.7
Mac OS 10.4.2 Tiger
ProTools 6.9.3
HD3

Please help, this is happening in 2 seperate studios with the same setup.
