Default Pro Tools 9 Updater
I just registered my copy of PT9 upgrade from PT8 LE and my avid download pages has this up for download:
"Pro Tools 9.0 Updater (Windows 7) Previous Installation of Pro Tools Required"

what is the updater? is it an patch for PT9? I don't see any announcement of a new patch being released for PT9.

do I need to install this if I already have PT9 full installer?

I believe the updater is for ProTools LE to PT9.

Im guessing that if you are performing a clean install, you just need the full installer.

Correct. The updaters are for users updating a previously installed version 8 of Pro Tools LE or M-Powered.
