Realistically though unlikely to be the OP's issue unless they're really low on disc space, I have a bunch and they "only" take up 7GB of space (with all the sample libraries themselves located on another drive).

Maybe the point is in having multiple partitions for multiple system versions and not wanting to update plugins multiple times..?

Fair point, but gets tricky, a lot of plugins depend on libraries elsewhere (e.g. the UAD plugins link to libraries installed into /Library/Frameworks). Much less operational grief just to deal with installing the plugins twice.

Synthetic entities (virtual symbolic links) could be a way to share /Library etc on Catalina and later. See synthetic.conf(5).
