Edit Pack Panners Track Selection

We've recently noticed what seems to be a bug with our Edit Pack. The current session we're using has over 200 tracks in it and everything else performs fine, but when we try and target the Edit Pack panners to tracks after about 100 or so, nothing happens. We have to move the tracks up or hide other tracks before them to use the panners, otherwise it stays on the last selected track.

Has anyone experienced this before? Is this a bug or a preference that can be changed?
