Default Pro Tools 12.8.2 Crash when I open the workspace

I'm maintaining two seats (Windows 7 Enterprise) which makes trouble shooting more interesting.

Seat #1 - My desk >> workspace works fine as expected totally no problem.

Seat #2 - Studio room >> if I open the workspace Pro Tools locks up, freezes, only a windows force quit works to shut Pro Tools down it is a hard crash.

Is there any remedy for this. I get this crash %100 every time.

Deleting all files in C:\Users\Public\Pro Tools doesn't seem to help at all.
