If it hasn't been fixed within a year or two consider it permanent. You'll need to find a workaround and move on. I know, I've been there, I have a small list actually and held off upgrades for a while, but in the end it's not worth the frustration.

And bring back the single installer for the Avid Complete plugin bundle, instead of the current 25 individual installers.
