Default Error Launching Video Engine

This is seriously doing my head in. "Error Launching Video Engine"



It has been happening for a long time now, but since 19.5, it's happening a lot more (always when opening sessions).
It seems to be Codec agnostic. Always requires a full system restart and sometimes that will not fix it.

I thought it might be my Blackmagic hardware monitoring, however, it does it without that too.

Does anyone have any clues??
