If you own an actual Apple computer, it is not illegal in the United States to install macOS onto another computer but you do so at your own risk with no tech support from Apple. Even if it was technically illegal, they are not going to go after you unless you were selling them on a massive scale. In fact, Steve Jobs allowing the hackintosh project to continue was brilliant. It saved them multiple millions in R&D. the hackers wrote many drivers for them after Apple switched to Intel. Most of the early Hackintosh developers now work in high-level positions at Apple
