Reverting from 2018.3 to 2018.1

I you're having issues with 2018.3, it's with the app itself, not all those other files.

Usually no, the installer seeing that the installed version is newer, it will run but it won't overwrite the application with an older version, it just won't touch it - thus making you think something was installed when in fact nothing was actually done by the installer.

...Rename your current Pro Tools app ("Pro Tools 2018.3", "Pro Tools old" or whatever) so that installer doesn't see anything named "Pro Tools" in your applications folder, then the 2018.1 installation will go just fine.
