What its doing is not downloading the complete 1gb file for some reason. It will download 700m, then maybe 32m and so on. Never seen that before. It looks to me its just one file. So, whats happening? Here is the link being used. thanks.

Use the download manager to download the update, I had the same problem trying to download with Chrome - it doesn't work. Switched to Firefox and downloaded the file in one pass.
