Just did a re-install of pro tools from the avid website. Same issue. No heat.

Also if it helps any, here is a screenshot of my avid link:

Thanks for trying that. What version of iLok License Manager is installed?

Using iLok License Manager, will you try moving the HEAT license from the iLok to your account, then from your account back to your iLok, then relaunching Pro Tools? (Unless that's what you already tried based on Jeffro's suggestion)

I deactivated the license and re-activated it, which essentially is the same thing as you are suggesting.

My iLok license manager is version:

Ok, thanks. That's the version of ILM you should have. So, this is puzzling.

Did you also Synchronize?

Using iLok License Manager, will you try moving the HEAT license from the iLok to your account, then from your account back to your iLok, then Synchronize your iLok, before relaunching Pro Tools

same here just updated my 2019.5 ultimate protools can not see my copy of Heat its on my ilok and my ilok account is up to date Avid come on 1st bug of the day for me i also deactivated Heat and activated it again still Heat did not work its alway something !
