smart tool gets stuck in grabber mode

Has anyone else noticed this lately. If you are in automation view with the Smart Tool in the Edit window and you use the TAB key to go to the next boundary, the cursor will now become the automation breakpoint grabber and will not change to the other tools.
If you switch to the Mixer window and back the Smart Tool will now function properly . . . until the next time you hit TAB.

If you use the ' key to navigate it doesn't do this, only with the TAB key.
