Unable to Select Hardware on Startup

I'm running Pro Tools 11.3.1 on Windows 7 and I can not get to the window to select hardware when starting Pro Tools. I hold down "n" as soon as I double click the Pro Tools link and nothing ever happens. I recently trashed an incorrect preference while trying to troubleshoot another issue and ended up with an inoperative Pro Tools system that couldn't find my UAD Apollo or any other audio interface. Any thoughts?
