Default Unable to open projects from the cloud

So I was using pro tools first for a while on my desktop pc, i purchased a new laptop and the full version of pro tools via monthly subscription. I installed the full protools program to my laptop and now when i try to access my cloud save projects using protools on my laptop, that were originally created on pro tools first on my desktop, I keep getting a loading bar that never actually loads that says "looking for new versions on the cloud". I even upgraded my cloud storage to the 100gb plan. nothing I have read about this has worked as a fix. I have tried making a slight edit on the original project and made sure via task manager that it completely uploads before trying it on my laptop. Any help would be greatly appreciated, Thank you.
