The 192 I/O is only capable on 16 inputs at once, no matter what expansion cards you add. You can use any combination of what is on there though. You could add the 192 A/D card and then use 14 analog and 2 channels of AES/EBU or something like that. You would be limited to a total of 24 channels of input with a single 192 I/O and a Rosetta 800.
