Not exactly what you want, but it may help:

This will toggle (active/inactive) all inserts on all tracks in the same position.

Command-Control-click on Mac

Control-Start-click on Win

Making them inactive does not send audio through them and does not use DSP.

You can make a track inactive as well:

Command-Control-click(Mac)orControl- Start-click (Windows) the Track Type indicator in the Mix window.

To make one or more tracks inactive or active, do one of the following:
 Select the track and select Track>Make Inactive/Active.
 Right-click the Track Name in the TracksList, or Mix or Edit windows and choose Make Inactive/Active.

If you freeze the track, all plugins will become inactive.

If the point is a/b -ing the track with or without plugins you need to put the plugins on aux track and do some routing. Either send via aux or straight to master.

Good point(I'm a bit distracted today with major computer problems). In this case, do you really need to make them inactive? Would bypassing give the desired comparison? There is a way to bypass a bank of plugins(A-E or F-J) with a single command but I can't remember it at the moment If we are missing the point, just give us more detail on the "why" as there may be other options to consider

When I master a batch of track in Pro Tools, I tend to treat each track with a complete chain and put SOLO mode in the X-or to quickly compare tracks against each other(and this method also works nicely with 1 or more commercial tracks)
