Question Blackmagic Intensity Video Offset Question

Green using the blackmagic card here...going PCie OUT I'm noticing there's a video delay. It says my samsung LCD only has a 5ms response time, when I offset my video it looks like about a 9 quarter frame slippage. I'm guessing it's the blackmagic card causing the video delay? (I'm getting 2 pop later to verify.) Will the Video offset ALWAYS be the same for every quicktime I use or should I always expect there to be differences between different quicktime movies?
