Default 2 Tablets with Control App w/o Hardware?

If I use 2 tablets both running avid Control and neither tablet is docked in either a Dock or S1, can I have different views on each tablet?

No, Sorry. This would have increased testing, bugs and reliability so we limited it for reliabilities sake.

I'm scoping out the S1 and tablet complement.
To clarify, I can run multiple S1 units each with their own meter bridge tablet displays, and also a single additional tablet running the Control app with its own distinct view?

Yes. With 2 S1's you can have 3 Tablets. 2 in meter mode and one in Full mode(master). If you had just 2 tablets with 2 S1's one would be in meter mode and the other hybrid(Meter and Master) See this pic from the guide.
