Default Plug-in Root folder problem

I installed vs3 Sound Toys EchoBoy and I now have an issue where ALL my plug-in presets won't show up. I've trashed my appropriate folders (DAE, PT pref etc.) and it still hasn't solved this. On any plug-in, I've gone to Settings Preference and in "Set Root Settings Folder.." designated the appropriate folder but nothing happens.

What am I doing wrong?
