Pro Tools 11 activation error-licensing service not running error message

Receiving error message: "The licensing service required to activate this software is not running. Please reinstall the product or download and run the ilok license manager here: http://www.ilok.com"

I get this message I would say every second time I open pro tools. Most times, closing the program and opening it again solves the problem, but it is just a huge inconvenience. I can usually still open my session but it seems to knock out a couple of my plugins when it happens, most commonly the maxim plugin.

I have tried reinstalling the ilok license manager, but it hasn't solved the problem. Have not tried to reinstall pro tools all together yet.

If anybody has any idea of how to solve this issue it would be greatly appreciated. I tried to google the duc and didn't find much on this issue.
