Reels are a big time and money saver in the whole process.

As Dr Sound explained "The reason, most Films are in flux. The powers to be are always changing picture, VFX, cutting the duration etc."

You can think that it's not a big issue for you to conform your session, but it's not the same on the picture side, which use much more processing power and storage footprint. I can also add subtitles, HI and VI content, etc... There's many things to do in a film post-production process, and most of time all is done at the very same time, while things are continuously changing.

Let' s look at the Deliverable list I got for a low budget film yesterday :

* 5.1 Printmaster + LT/RT: Physical Delivery of the below 6-Track (5.1 mix) Printmasters of the Picture plus 2-trk LT/RT Printmaster containing a stereo configuration of left/center/right/left surround, right surround, sub woofer, LT, RT.

One (1) Pro Tools master conformed to Pro Res Original Aspect ratio 1080p 23.98 master

One (1) Pro Tools format in reels @ 24fps to match DCP reels

b. * 6+2 M&E Master: Physical Delivery of the below 6-track (5.1 mix) fully filled M&Es containing a stereo configuration of left/center/right/left surround, right surround, sub woofer, plus one track of extra or optional material containing any special sound elements peculiar to the Picture (e.g. grunts, groans, shouts, screams, breaths, echoes, foreign language dialogue, dialogue from on-screen radios / computers/televisions, etc. and dialogue track.

One (1)Pro Tools master conformed to Pro Res Original Aspect ratio 1080p 23.98 master

One (1) Pro Tools format in reels @ 24fps to match DCP reels

c. 6-trk DME: Physical Delivery of one (1) Pro Tools stereo mix master with separate stereo dialogue tracks, separate stereo music track and separate stereo effects @24fps to match DCP reels.

d. 5.1 Final Mix Stems: Physical delivery of all Mix Master Stems @ 24fps to match DCP reels., Note that separate Foley stems are not accepted. Foleys shall be mixed into the Effects tracks. The identifying labels should be clearly marked with stem and channel assignments.

Separate 6-track element containing all Dialogue (L/LS/C/RS/R/sub);

Separate 6-track element containing all Music (L/LS/C/RS/R/sub);

Separate 6-track element containing all Effects (track assignments should be (L/LS/C/RS/R/sub).

Although I'm not a DCP software officionado.
No need for reels for DCP creation.

Well, that's a very civilised one!
No 25fps versions of everything, no nearfield or R128 TV mixes in surround and stereo. No requirement for multiple mono and interleaved file versions of every item.
Funnily enough I delivered a film to Sony a while back and everyone was in a big flap saying they're going to ask for thousands of different deliverables, the QC will be really strict etc, etc. It actually ended up being the easiest film I've ever delivered. I suppose being a big corporation they have the facilities at their end to create whatever they want from a limited set of materials?
I think another point here is, it often doesn't matter the budget of the film, the list of deliverables can be massive for both picture and sound. Sometimes a real deal breaker for a low budget productions.

They often still are made in Reels however. For a myriad of reasons including subtitling etc. Also for having different Reel 1s with different Logos etc.

Why did they want it in 2 channel configurations? Odd they wanted film order when DCPs are SMPTE channel order.
